Three AGs Requested a Rehearing of FERC’s Certification of GTN Xpress Pipeline Expansion Project

In November 2023, Washington Attorney General Bob Ferguson, Oregon Attorney General Ellen Rosenblum, and California Attorney General Rob Bonta filed a request for rehearing of the Federal Energy Regulatory Commission’s (FERC) order issuing a certificate for Gas Transmission Northwest’s proposed pipeline expansion project (GTN Xpress Project), which would expand the capacity of an existing natural gas pipeline. The AGs urged FERC to grant rehearing and revisit its earlier approval, arguing that the project does not “serve public need or interest,” but instead would “advance private interests at the expense of [the] States’ consumers, adversely impact the States’ efforts to reduce reliance on fossil fuels, and contribute to climate change.”
In December 2023, the AGs filed an answer to GTN’s request for clarification, a motion to answer GTN’s request for rehearing, and a supplementation of the states’ November request for rehearing.
