Jackie Duhl is an experienced attorney working at the intersection of environmental policy, technology, and economics. Prior to joining the Center, Jackie played a pivotal role in building financial technology startup, BlockFi, serving as the organization’s Senior Counsel, Policy Counsel, and Associate Corporate Counsel. Prior to joining BlockFi, Jackie was an associate with Kirkland & Ellis. Jackie earned her J.D. from the University of Chicago Law School. She received her bachelor’s degree from the University of Pennsylvania, graduating magna cum laude, with honors in earth science.

Tatiana Zapata is a graduate of St. John’s University School of Law. She was the Co-Founder and Vice President of the school’s Environmental Law Society, as well as a student member of the NYCBA Committee on Environmental Law. Tatiana is a first-generation law school graduate and Colombian immigrant dedicated to advocating on behalf of historically marginalized communities. She previously worked as a legal intern at the Center before joining staff full time.

Jay Griffin is the former Chair of the Hawaii Public Utilities Commission (“HPUC”) and served on the HPUC from 2017-2022. Prior to serving on the Hawaii Public Utilities Commission, Griffin was an assistant researcher at the Hawaii Natural Energy Institute at the University of Hawaii. From 2012 to 2016, he served as the Chief of Policy and Research at the Hawaii Public Utilities Commission.

Associate Director for Operations and Budget

Megan Abron (she, her) is the Associate Director for Operations and Budget, and supports strategic planning, fund development and operations work at the center. Previously, she was the Operations Manager at the Institute for Policy Integrity, and worked in the immigration field in New York. She earned an MSc in Politics of Population, Migration and Ecology from Birkbeck, University of London and a BA in Global Liberal Studies from New York University.

Julie Bazile

Julie Bazile (pronounced “zhou-lee, bah-zeal”) is a rising 2L at the Elisabeth Haub Law School at Pace University pursuing an Environmental Law degree. At Pace Law, they serve as co-chair for the Environmental Justice Division, president of Pace Law’s Black Student Lawyers Association chapter, and is the co-founder of ALTER, a sustainable fashion and social justice project. A proud Haitian-American, Julie hails from Brooklyn (Munsee Lenape land) and is deeply committed to environmental justice and societal altering towards inclusive liberation.

Bridget A. Molnar is a rising 3L at the Elisabeth Haub School of Law at Pace University where she is pursuing an Advanced Certificate in Environmental Law. Bridget serves the school as an Admissions Student Ambassador, and President of the Lambda Law Students Association. Bridget is from Cleveland, OH, and has interests in water law, environmental justice, and corporate sustainability.

Ruhena is a rising 2L at the NYU School of Law. This fall, she will participate in NYU Law’s Environmental Law Clinic. At NYU Law, Ruhena serves as the Co-Chair of the South Asian Law Students Association and the Special Events Co-Chair of the International Law Society. She is also a member of the Environmental Law Society and the Women of Color Collective. Ruhena is from San Jose, CA and is passionate about environmental justice and human rights law.

David J. Hayes was the State Impact Center’s executive director from August 2017 through January 2021, when he left the Center to serve in the Biden administration as Special Assistant to the President for Climate Policy, a role he filled until late 2022.
