Three AGs Filed Comments in Response to ISO-New England’s Grid Resilience Filing

Massachusetts Attorney General Maura Healey, Rhode Island Attorney General Peter Kilmartin and Vermont Attorney General T.J. Donovan filed comments in response to ISO-New England’s provision of information to the Federal Energy Regulatory Commission (FERC) about the so-called resilience of the bulk power system. FERC opened this proceeding after rejecting the coal bailout proceeding, which attorneys general also opposed. In their comments on ISO-New England’s filing, the attorneys general reiterated concerns about possible ratepayer subsidies of uneconomic and inefficient resources in the name of “resilience,” and criticized the ISO’s fuel security analysis which they noted, among other things, relies on an unrealistic and incomplete set of assumptions.
