Nine States Urged FERC to Develop Transparent and Competitive Transmission Planning Process

Connecticut Attorney General William Tong led a coalition of nine states in submitting reply comments in response to FERC’s advance notice of proposed rulemaking, “Building for the Future Through Electric Regional Transmission Planning and Cost.” The comments agreed with FERC’s decision to overhaul the nation’s transmission system to adapt to modern needs, which state agencies mentioned in earlier comments. The comments stressed that all considerations for transmission planning should not prevent “open and transparent competition” that could result in discriminatory practices and hurt consumers. The coalition also pressed the need for FERC to establish regional independent transmission monitors to “improve oversight of transmission costs.”
