Massachusetts AG Submitted Reply Comments on FERC’s “Building for the Future” Rulemaking

Massachusetts Attorney General Maura Healey submitted a second set of reply comments to the Federal Energy Regulatory Commission (FERC) on the agency’s notice of proposed rulemaking on “Building for the Future Through Electric Regional Transmission Planning and Cost Allocation and Generator Interconnection.” In her comments, AG Healey focused on three specific arguments made in her initial comments, urging the Commission to 1) adhere to its findings that elimination of the federal right of first refusal is “just and reasonable,” 2) “reject unfounded claims that competition in transmission development does not benefit ratepayers,” and 3) “reject the Louisiana Public Service Commission’s...erroneous argument that proposed long-term regional transmission planning reforms violate federalism principles.”
