Massachusetts AG Published White Paper on Clean Energy in Wholesale Electricity Markets

Massachusetts Attorney General Maura Healey’s office published a white paper entitled “Wholesale Electric Market Design for a Low/No-Carbon Future” that explores how the Northeast’s wholesale electricity markets can better support clean energy while maintaining reliability and reasonable costs. The white paper stemmed from a day-long symposium in October 2019 that generated recommendations to help advance market modernization in the Northeast, including encouraging the use of customer-owned resources such as energy storage, energy efficiency, demand response and distributed solar. The white paper also suggested pursuing carbon pricing and other tools to drive emissions down, and emphasized the critical need for public participation and education as the region transitions to clean energy.
